Generate initialization from seasonal average file.

As suggested by @sdc50, a smaller file to have on the compute server would be the seasonal initialization file with 365 days of seasonal averages from 35 years of historical data.

Use DataTables

Modify tables to use DataTables for querying/sorting watersheds/geoservers/etc...

Fix Watershed Group Forms

There are issues when adding/removing watersheds from a watershed group.

Migrate to use settings for managing GeoServer & CKAN connections

Main DB won't initialize

The main db won't initialize under the new settings that replaced the mainsettings model function for a custom setting. The problem may be the init_stores.py, which I noticed has not been updated to reflect the custom settings change. I tried a few things like using the app.get_custom_setting or just commenting out the line of code that references the main settings but that did not work.

The app cannot be installed successfully without fixing this.

Daily Season Plot

My Daily Season Plot does not display. It seems like I need a seasonal_average netcdf file. How do I get one?
