Failing GitHub Actions about emodnetwfs

Starting to play around with act to test actions locally. I only just noticed through this that all our ubuntu tests on R-CMD-check are running on ubuntu-16.04! We should be using at least 18.04, ideally 20.04 and by the end of the year 22.04 which will be released shortly! So I will start off by updating the testing matrix to start off with.

Hmmm really bizzare. Now the sf related error is showing up in macOS-latest (release) workflow https://github.com/EMODnet/EMODnetWFS/actions/runs/1795191307 (it was working earlier today e.g. https://github.com/EMODnet/EMODnetWFS/actions/runs/1794291988)

OK so PR #38 fixes the Windows problem by installing from source when a binary is not available. It also creates Linux builds using latest ubuntu (20.04). 16.04 was why we couldn't see any info on fails.

There does seems to be something weird going on with sf package atm as int's installation is failing on mac and linux

Looks related to r-spatial/sf#1894

Looking deeper it seems to be a problem with installing version 1.0-6 from source. Building from binary only fixes the issue on mac so the only issue is with ubuntu now. I think it's being looked at so I will just wait it out for now and go ahead and merge #38.

Yes! Teat-Services fixed! I swapped it to a macOS os and binary dependencies. Given we're mainly interested in the service status in this GA, hopefully this set up will prove a little more stable.

Pkgdown GA also fixed (have a look at the new docs! 🤩)

I'll close this for now and keep an eye on Linux. Hopefully there will be an sf fix soon. Will revisit if nightly builds continue to fail.
