Thank you @peterjaap for your response. I have tried your workaround but it doesn't work in index.php . Though your core thought has made me try to echo in bin/magento file which worked.

This is a recurring issue in M2, the reason is that somewhere in the call stack at one point a class is injected that needs an area set (like Session). The exact cause is installation specific and hard to drill down.

My temporary workaround is to temporarily echo something (anything) in index.php, causing the area to be set. Remove it after you ran the command.
