Load a NOAA ERI TIFF

convert the building data into a binary mask, akin to INRIA

Find the MS Building data for that region, and read it in

from INRIA

faster read in and faster clipping

the ERI tiff files are mosaics, so not all are in the image has RGB data...

However the building mask, currently is clipped to the bounding box of the image, so buildings might exist where no RGB data exists in the image.. for example, the upper left of this image has buildings (but it has no data on the original tif from ERI:

The building geojson needs to be clipped by the extent of RGB data in each image (not just by the bounding box of the tif)..

Export the image and the mask, with options to split up/resize/ save as jpeg.. using wand (imagemagick python bindings)
