Hey Chris,
Actually this is intended to be like this. The cropping tools are there as guidelines. The crop rect and scale are the ones considered when drawing the final cropped image.
Also, images are always rectangular, specially for uploading them to a server. If your app needs a circular render, there are several ways of doing it.

Actually, at it very beginnings, the circular crop mode was outputting a circular render. But then somebody told me that it was not the best approach since the output must be the source, not the final render. Which made complete sense, specially when syncing with a server.
