numpy, matplotlib are non-default Py3 dependencies - must check before attempting to run

The total text string is currently hard-coded in its y-axis location, this should be dynamically set as a % offset of the legend box height

Current code writes to local/code dir, outpath should be an input argument

@matthew-mizielinski we discussed updating the existing static graphics to show the time-evolving growth of the archive. It would be a fun project and a very useful and usable graphic for presentations.

This would require #3 (and potentially #2) to also be solved, it would make sense that we set y- and x-axis lims from the last timestep and then work backward. I have data scours that extend back to 200414, the getEsgfData.py file has start_date hardcoded in numerous places, along with a variable end_date (set at run time) so should be easily adaptable to generate input data on a ~monthly timestep from the original publication in 180701 through to the present
