WE've been doing file families by production.
Perhaps a better model is to make them by planned lifetime. As tapes fill, transitions as one moves from campaign to campaign may be less of an issue than data tier to data tier.

So proposal is - data tiers have lifetimes, and go to different file families. in particular detsim may go to a 1 year file family while full reconstructed MC would have a longer lifetime.

Dig out the old MicroBoone and possibly the DES MOUs as template for a real MOU

Need an description of what Rucio Containers/Datasets are and a policy.
