After studying the module code, this appears to be the intended behavior. Module start is correctly initializing the CV outs to the preset 1 current shape saved values. (Or in the Rack case, the vram current shape saved values.) The knobs could have moved while the module was powered off, so they aren't read into the shape state until they're moved actively during the session.

In software this behavior seems harder to rationalize to the user; we have the ability to keep the knob display in sync with the outputs. Proper solution might be to not initialize the knobs from the Rack parameter serialization, but instead sync them to the current shape state (via the CV outs from the firmware) after the module has already executed its first step.
