Update boilerplate with utils & features present in active child repos

It's important to keep this up-to-date as more and more DI tools are built off it.
Move Gates data visualisations to their own repo
There's currently two branches for this, one for OECD & another for IATI. There's some code being shared between them so I think we can improve this. This repo is now only going to be a template for creating these kinds of charts, so we should move the gates code to its own repo.
Update main branch with latest code
Updated version of the charts is the GHA data viz here
The implementation here should have:
- Support & test for ECharts
- Support & test for D3 charts
- Support for react
- Support & test for react filters
- Linting
- Dependabot
Make Gates years dynamic
Make years for the Gates dashboard dynamic. This will require consideration for all of:
- DDW queries that we start with
- Scripts which manipulate said query outputs
- Charting scripts which in places hardcode years
Add split previews for web, tablet and mobile
The DI website chart pages have a provision for web, tablet and mobile previews ... it'd be great to have this included in our template repo so we can test our charts on these different device sizes as we build.
This should be implemented conventionally, with buttons that switch between the views.
