HOT validation: In response Mayon Volcano Eruption

Mayon Volcano continue to be restive, spewing steam, ash and with lava flows beginning 14th January, 2018. As of 22nd January, the government has raised the warning to Alert Level 4 of 5 (Hazardous Eruption Imminent)

HOT validation: In response Mexican earthquake - Puebla

On Tuesday 19 September 2017, a powerful earthquake (magnitude 7.1) jolted central Mexico, cracking building facades and scattering rubble on streets in the capital on the anniversary of a devastating 1985 quake. Its epicenter was near the Puebla state town of Raboso, about 76 miles southeast of Mexico City.

Mapping high voltage (HV) lines in Pakistan, Nigeria and Zambia

In collaboration with the World Bank, Development Seed is mapping HV electriticity infrastructure in Pakistan, Zambia and Nigeria, including the features power=tower, power=line, and power=substation. To assist us in this process, we are using a ML classifier to allow our team to do targeted mapping instead of searching through large areas for signs of infrastructure. The predictions of the model are only used as a contextual layer in JOSM , nothing is directly imported from the model into OSM. The tracing itself is being carried out by the Development Seed data team on the standard imagery layers available in OSM.

Workflow and timeline

Workflow

  1. Construct training/testing data sets from boundaries defined in geojsons
  2. Train Xception model over many sets of parameters
  3. Evaluate model on test data using ROC analysis; choose best model
  4. Download country-wide tile sets; use model to predict on every tile
  5. Compile model predictions into a geojson map; A "positive" detection is only assigned to tiles where the score was above a threshold choosen from ROC analysis (here, 0.97)
  6. Provide geojson map to the data team mappers to use as a guide
  7. The data team adds visible HV towers, lines, and substations to OSM

Summary of input/output for data team and model

  • Imagery for tracing: standard layers available in OSM including Digital Globe, Bing, and Mapbox Satellite
  • Output from the data team: towers, powerlines, and substations mapped in OSM (see tagging guide below)
  • ML model input: RGB zoom 18 tiles from DG standard baselayer
  • ML model output: Prediction scores (on interval [0, 1]) indicating liklihood that a HV tower is present

Timeline

  • Jan 2018 (complete): Train, develop, and select model
  • Feb 2018 (in progress): Use model to generate country-wide prediction maps
  • Feb 2018 (in progress): Data team traces HV infrastructure and add it to OSM
  • Feb 2018: Clean up code, publish approach, code, and model under an open source license

About the model

We use a deep learning framework (Tensorflow and Keras) to build a model that takes an RGB image and assigns the liklihood of a HV tower being present. Specifically, we use the Xception model architecture Chollet, 2016 trained on three datasets where one set comes from each of the target countries. The training regions where these datasets originate will be released as part of the open source code (along with the saved model architecture and weights). The model predictions are compiled into a geojson map so that mappers can focus their energy on areas where there are strings of many positive predictions (as shown below).

HOT mapping + validation: Flood Affected Communities in Bangladesh (Panchagarh, Rangpur)

The Forecast-based Financing (FbF) project in Bangladesh intends to support the vulnerable people of Panchagarj district exposed to Cyclones. Recently due to cyclone induced inundation and strong winds, communities in Panchagarj have been supported with a cash transfer programme. This early action was activated based on forecast information, in order to support families in a timely manner to conduct mitigation and preparedness actions to minimize risks due to their vulnerability and exposure to cyclones. Exposure data is still a challenge, as existing maps do not show clearly show where the households are located, therefore having a OSM map of the existing communities, will help us to analyze the extend of the affectation for evaluation purposes, but will also help us to upgrade the FbF mechanism for future potential activations, this will allow us to prioritize in a more effective way the most exposed and vulnerable households.

HOT validation: Uganda CrowdSourcing Non-Refugee Data, Isingiro District

An escalation of in security in DRC has led to over 2043 new refugee have entered Uganda between the dates of 3rd and 5th March. This has brought the total number of new arrivals to since 1st January 2018 to 48,105 In a rapidly developing situation such as this, it is vital that accurate and up-to-date mapping information is available to allow UNHCR and partners to respond to needs more effectively and efficiently.

HOT mapping and validation: Beledweyne, Somalia - 2018 Flood Crisis Project 02

Forecast (until 8 May) includes heavy rains (50-250mm) with high risk of flooding in Shabelle and Juba basins, mainly in Hiraan region and in lower reaches of Shabelle River (SWALIM, 02/05/2018; SWALIM, 30/04/2018; OCHA, 26/04/2018). Flash floods will likely cause further displacement along the Shabelle riverbanks and in other flood-prone areas. AWD/Cholera and other waterborne diseases are likely to spread and there is risk of a new cholera outbreak.

Beledweyne district (Hiraan region) has been particularly affected, with 150,000 people displaced in Beledweyne town. Middle and Lower Shabelle, Bay, Jubaland, Galgaduud, and Banaadir regions have also been affected. In Bay, Banaadir, and Galgaduud regions flash flooding has affected IDP settlements, worsening the already vulnerable conditions of IDPs. Urgent needs include WASH, health, shelter, and food. There are concerns that the severe flooding will trigger a cholera outbreak.

HOT validation: In response Uganda Crowd sourcing Non-Camp Refugee Data - IV

The steady stream of refugees from South Sudan continues to fill the overflowing settlements in Northern Uganda, and UNHCR planners are desperately trying to provide for those already in, as well as create new environments for those in-coming. As violence escalates in neighbouring Congo, Planners are finding themselves outflanked from the west, as incoming numbers increase by land and lake. Mapping an area before refugees are settled is vital, to see how much time and resources are needed to prepare these new environments. These areas are unknown, and remote mapping enables HOT field surveyors to get into the field and survey for detail on Water, Sanitation, Construction /Shelter-building and other resources. The map will be something that will unify the different interventions, ensuring that the right people get the right help in the right place.

HOT mapping and validation: In response Bangladesh Refugee Crisis - Kutupalong camp shelters

Almost 1 million Rohingya refugees have fled Myanmar for Southeast Bangladesh in the past few months. CartONG is supporting several humanitarian organizations and in particular UNHCR in mapping the camp to support the humanitarian response to the crisis.

Import schools in Peru

Last year data team started import schools in Peru, @Rub21 created the task and structure for this process.
The process of importing buildings is very important because currently in Peru although the data of schools is open data, it is just available in MINEDU site.
This the reason why the team decided import of schools in Peru , and is a good way for create ties around the community.

HOT validation: Beledweyne, Somalia - 2018 Flood Crisis Project 01

Forecast (until 8 May) includes heavy rains (50-250mm) with high risk of flooding in Shabelle and Juba basins, mainly in Hiraan region and in lower reaches of Shabelle River (SWALIM, 02/05/2018; SWALIM, 30/04/2018; OCHA, 26/04/2018). Flash floods will likely cause further displacement along the Shabelle riverbanks and in other flood-prone areas. AWD/Cholera and other waterborne diseases are likely to spread and there is risk of a new cholera outbreak.

Beledweyne district (Hiraan region) has been particularly affected, with 150,000 people displaced in Beledweyne town. Middle and Lower Shabelle, Bay, Jubaland, Galgaduud, and Banaadir regions have also been affected. In Bay, Banaadir, and Galgaduud regions flash flooding has affected IDP settlements, worsening the already vulnerable conditions of IDPs. Urgent needs include WASH, health, shelter, and food.

HOT mapping and validation: In response Peru Flooding 2018 - Llacallaca Area

Sto. Domingo de los Olleros and other eight towns in the zone, included Huallanchi and Matara, were affected of natural disasters caused by El Niño Costero 2017, intense rains causing mudslides and floodings severely affected these towns. In the mean time remote mapping would be needed to have a reference of how was the village before the removal of the people by using the present satellite images.

HOT validation: In response Uganda Crowd sourcing Non-Camp Refugee Data - VI

In South Sudan, the current repositioning of armed forces is creating expectations that currently displaced numbers of 3 million will swell to 7.5 million in 2018. There are 500,000 in refugee situations just across the border from Northern Uganda. Meanwhile, refugee influx from the Democratic Republic of Congo (DRC) into areas in Western and Southern Uganda now exceeds South Sudanese, numbering over 200,000 total and 10,000 already this year (in the month of January).

Emergency planners across this region ‘are really suffering’ in the struggle to keep up with these numbers. Because of the mapping already started here partners UNHCR have asked HOT to swiftly resource-map the areas which need new settlements.

Mapping an area before refugees are settled is vital, to see how much time and resources are needed to prepare these new environments. This rural district is unknown, and remote mapping enables HOT field surveyors to get onto the ground and survey for detail on Water, Sanitation, Construction/Shelter-building and other resources. The map will be something that will unify the different interventions, ensuring that the right people get the right help in the right place.

An escalation of violence in South Sudan since July 2016 has led to a large population movement into the north of neighboring Uganda. An estimated rate of between 2,000 and 3,000 displaced persons cross the border into Uganda each day. In a rapidly developing situation such as this, it is vital that accurate and up-to-date mapping information is available to allow the ERU to respond more effectively and efficiently.

In response to OpenStreetMap redaction in Peru / En respuesta a la redacción de OpenStreetMap en Perú

ENGLISH VERSION

The DWG has received a notification of copyright infringement, alleging that some data has been copied to OpenStreetMap, affecting Peru.

6 or 7 years ago, the user TELECOM IP made an import of private data, those imports was made in around 28 cities of Peru. TELECOM IP could not verify the origin and the license of the data, so the company Guiacalles that registered the claim, showed that the data came from them (using, among other methods, some streets of the trap https://es.wikipedia.org/wiki/Calle_trampa).

The imported OSM data were analyzed and verified by DWG and they decided to do the redaction - https://www.openstreetmap.org/redactions/101, which should finish in 2 weeks. So far there are many places affected.

The OSM Peru community is waiting until the redaction finished to start repairing all the affected places.So far there are starting some actions.

HOT mapping and validation: 2018 Ebola #36, Kiri

On 2018 May 8th, the Ministry of Health has announced the 9th Ebola outbreak in the Democratic Republic of the Congo. This thirthy sixth task aims to improve the map (roads, residential landuse, waterways) in the area around Kiri.

HOT validation: In response Uganda Crowd sourcing Non-Camp Refugee Data - II

An escalation of violence in South Sudan since July 2016 has led to a large population movement into the north of neighboring Uganda. An estimated rate of between 2,000 and 3,000 displaced persons cross the border into Uganda each day. In a rapidly developing situation such as this, it is vital that accurate and up-to-date mapping information is available to allow the ERU to respond more effectively and efficiently.

HOT mapping and validation: Volcan de Fuego Eruption - Alotenango, Guatemala

On June 3rd, 2018, Volcan de Fuego erupted, resulting in ash clouds and pyroclastic flows threatening the neighboring communities. Maps of buildings and critical infrastructure have been requested. While many of the neighboring communities have been previously mapped, recent, pre-event imagery provided by Digital Globe will allow for updating of features in the area.

HOT mapping and validation: Help Venezuela 1: Barranquilla Buildings

As the political situation in Venezuela continues to decline. HOT has Activated to help prepare for the influx of refugees into Colombia. Although this situation, and project, are urgent; this is very difficult mapping with no one immediately waiting on particular data. Please take your time, and care, that existing mapping is preserved while we improve the basemap of Barranquilla, Colombia.

This project is to use DigitalGlobe Premium imagery to fill in the structures of Barranguilla.

HOT mapping and validation: 2018 Ebola #49, Lac Tumba south 2

On 2018 May 8th, the Ministry of Health has announced the 9th Ebola outbreak in the Democratic Republic of the Congo. This task aims to map the buildings in the villages south of Lac Tumba, in Equateur province.

In this task, only buildings need to be traced. Other objects were already traced through previous tasks.

HOT validation: In response Uganda Crowd sourcing Non-Camp Refugee Data - III

The steady stream of refugees from South Sudan continues to fill the overflowing settlements in Northern Uganda, and UNHCR planners are desperately trying to provide for those already in, as well as create new environments for those in-coming. As violence escalates in neighbouring Congo, Planners are finding themselves outflanked from the west, as incoming numbers increase by land and lake. Mapping an area before refugees are settled is vital, to see how much time and resources are needed to prepare these new environments. These areas are unknown, and remote mapping enables HOT field surveyors to get into the field and survey for detail on Water, Sanitation, Construction /Shelter-building and other resources. The map will be something that will unify the different interventions, ensuring that the right people get the right help in the right place. Special thank you to Salesforce for supporting Uganda Non-Camp Refugee Data projects!

HOT mapping and validation: Erupción del Volcán de Fuego - Fuego Western Slope, Guatemala

On June 3rd, 2018, Volcan de Fuego erupted, resulting in ash clouds and pyroclastic flows threatening the neighboring communities. Requests for maps of buildings and critical infrastructure have been requested in areas vulnerable to Lahar and Landslide.

The NASA Disasters Program has requested building footprint data for estimating the number of structures, as well as population, vulnerable to lahar and landslide. Do your best to provide an accurate representation of all buildings in the project tasks. Each building contributed helps response and aid organizations prepare for, and minimize, compounding emergencies.
