Auto disable SELinux etc

Is your feature request related to a problem? Please describe.
Reason:

• Starting Docker daemon on Centos crashes with SELinux
• Starting containers when pushing compose files only when containers are not running

Describe the solution you'd like

• Auto disable SELinux in plays/101_Centos_yum_update.yml
• Conditional task to Deploy compose file when containers are not running

Artifacts:

• plays/101_Centos_yum_update.yml
• plays/102_Linux_push_compose.yml

Play to create a backup of Docker volumes across all servers.

The problem is that we may lose data of Docker containers running on servers, e.g. couchdb.

Pipeline using Buildkite to create a backup.

No Buildkite runners on any servers.
