starter scripts to bootstrap a project

objectives

• smoother workflow
• team members can create projects using a base stack
  we do this by vendorizing Gemfile and Gemfile.lock for rails project
• use rvm. works well enough for local development to isolate
  dependencies
• use application templates. could have committed an initial rails
  project, but can ask user feedback in an application template
• can document some stuff in the README
  eg. configure rubygems to not install rdoc and ri so that gems
  install are faster

  might just use appscrolls later.
  for now wanted something that works for my small usecase
