feat: custom mutations/queries & permissions for reviewers

I'll leave my idea in this issue so I don't forget about this in a minute LOL.

For this feature create a new module with new services, guards?, permissions and its resolver. Try to NOT use a lot of the other existing services because they were made for normal users. In order to achieve PERFECTION, create permissions for every user and limit what features they can access such as submit a bot, vote, review, edit profile, etc. With these permissions we will be able to restrict trolls from doing their things...

Also, try to make the service to work with the internal API key so we can use them in our Discord bot.
