Promotion Tree

Currently the promotion tree only has 3 tiers:

T1:

• Counter Intelligence: Seduction + Polygraph + Surveillance.
• Master Mischief: Demolitions + Smear Campaign + Satchel Charges.

T2:

• Secretive Leader (requires Counter Intelligence): Quarter Master + Guerilla Leader + Covert Action.
• Quick Draw (requires Master Mischief): Linguist + Ace Driver + Con Artist.

T3:

• Assassin (requires Secretive Leader or Quick Draw): License to Kill + Disguise + Cat Burglar.
• Man in Suit (requires Secretive Leader or Quick Draw): Technologist + Rocket Scientist.

While all other units have 4 tiers. The promotions are also quite strong.

The Policy Card Non-state Actors

Currently it's removed due to Spies not having random promotions anymore. It might be re-purposed.

A suggestion is to grant new Spies 2 promotions (note that in game term, that means that Spy has 3 levels), this is nice, but technically it's quite difficult as currently only Religious units can have stacking promotion.

Counter-spying

Now that Spies are available earlier (at Feudalism) and there is one more Spies with more level, what about counter-spying? In my original design, Polygraph and Seduction must be easier to get in order to deal with this increasing level. Now you have to actually choose to leave Spy at home or go offensive.
