auto trigger pypi publishing workflow not working on release

Currently the publish_package.yml is set to trigger on workflow_request and on release [published, released, created].

The idea is that when the create_release.yml runs to create a Github release and tag, it should trigger the publish package to pypi but that is currently not happening.

Need to investigate the triggering as to why that is not happening. Possible fixes in here
