Swapping out helm/chart-releaser

Chart Releaser has so far been wildly untrustworthy. I'll be re-working the GitHub Action pipeline entirely to utilize helm exclusively.

Helm downloads aren't actually working

While the helm chart is in fact being published, it appears that the packages cannot be found.
