Detailed description of actions:
Head to Blood Watch, pick up quest from "Vindicator Kuros".
Next head straight to objective area highlighted on map.
Wait until "Matis the Cruel" spawns or patrols into view.
Attack "Matis the Cruel" and use "Flare Gun", to call Trackers of the Hand to bring him to Blood Watch.
(Also tried targeting "Matis the Cruel" and using "Flare Gun" before attacking, no change in outcome.)
Upon "Matis the Cruel" reaching threshold HP, "Matis the Cruel falls unconscious."
"Tracker of the Hand says: Return to Kuros. I will bring him to Blood Watch."

Quest does not progress past "- Matis the Cruel Captured".

Looks like TC have fixed the issue but the repack is not updated with the fix.
