I assume you mean to say that base.html will be the layout that all pages will extend from... that being the case, your vegetables.html should look something like (making an assumption that your defined block is named "content"), just using a relative path:

{% extends '../base.html' %}
{% block content %}
// Your page content
{% endblock %}
