The following are my steps:
1. Run GIZA++ with step1.config (run inverse alignment with a similar config)
2. Run GIZA++ with step2.config (run inverse alignment with a similar config)
3. Run giza2bal.pl -i step2.ahmm.5 -d step2.inv.ahmm.5 | symal 
-alignment="grow" -diagonal="yes" -final="yes" -both="yes" > new-alignment-file 

I expected to see a new alignment file after incremental training with an 
additional data in step 2. But GIZA output "Sentence mismatch error"

I run GIZA++v2 on Fedora 14.

At the beginning, I incremental trained alignment by using a small corpus based 
on instructions at http://www.statmt.org/moses/?n=Moses.AdvancedFeatures#ntoc32 
I received the same error as above. Then I tried with your example config and 
hope it works well. However it doesn't work.

I would appreciate if you can help.
