Add a feature to the Generate Rail Files tool that writes TIP IDs to a file. Use the file to verify projects that should be included in the rail network. Allow the file to be used for importing TIP IDs to a transit segment network field in Emme.

A line extension is not being written to transit line transaction files. Began with c22q2.

Add a file to the network outputs that contains the opening year and coordinates for each new station.

Take advantage of GTFS files and Emme network fields for node information.
