Add support for k3s as hub
Why
Due to the particularity of k3s, k3s cannot work normally when it is used as a hub.
The error occurs when the k3s hub accesses the agent, which cannot be accessed normally, and the application cannot be deployed to the agent .

In k3s, anonymous-auth is explicitly set to false.
