css border attribute is causing recipe modules to jump and shift on hover in IE 7/8

expected behavior

modules shouldn't jump and shift and when moused over

the border of the article module's hover state on the index page is being triggered outside of the click region

the border appears before the mouse turns to pointer. Take a look at the screenshot here, notice how the border is present but the contents of the module aren't in hover state.

expected behavior

border should appear only when mouse is over click region
