Couldn't run the front

In order to run the website locally, I did :

sbt
project backend
~reStart

This showed up in the sbt console :

I went to my browser, typed localhost:8080 or 0.0.0.0:8080 or 0.0.0.0.0.0:8080 and I got that in chrome :

This site can’t be reached
0.0.0.0.0.0’s server IP address could not be found.

Something missing in the documentation ?
