Error in tests (IntegrityError): The email address ((sending_email_address)) is not able to receive messages about notification-api

Hey,

The source PR is rather #1233.

Wondering if you have a SQLALCHEMY_DATABASE_URI environment variables when running tests, or if you use the one set in pytest.ini.

Do you reproduce that, if:

• you're on the latest version on master
• you don't define an environment variable for SQLALCHEMY_DATABASE_URI
• ideally, you dropped a database called test_notification_api on your PostgreSQL server
• you run make test and the full suite passes

Thanks for your suggestions! After further investigation, it's related to my outdated dependencies. Sorry for the noise, at least I learned something with the D: prefix in a pytest.ini file 👍

I can now run the tests (and unfortunately get back to #1217).
