dataloader: Create one or more action workflow

The branch should contain a workflow associated to it that will be used to determine if the given changes break any of the current tests cases. Their should also contain a workflow that will be used to package and deploy releases of the dataloader template class.

dataloader:Create top-level README file

Create a top-level README file that explains what the dataloader template project was created for. This should include any information about the projects goal and how to use it. It should also reference other documentation that will help others be able to use this project.

dataloader: Create examples using the dataloader template class file

While the current set of tests offer a fairly complete coverage of the dataloader template class. The issue is that it is cumbersome to look at those tests to determine how one can use the dataloader template class. It then makes sense to create different examples that will clearly shows you how you can use the dataloader template class. Each example should contain a foundation on the use of the dataloader template class such that users can then use any of the examples as a starting point for their own use of the dataloader template class.

dataloader: Move dataloader code from cpp_data_structs_and_algos branch to dataloader branch

The dataloader template class was initially created within the cpp_data_structs_and_algos branch to facilitate the loading of test data for each of the different tests that were created and run within that branch. During this process the dataloader template class matured and it made sense to move it into its own branch so that it can be used within other projects by myself or others. Thus, that code is being ported into the dataloader branch to provide such an option for others to use the code.
