Plot to generate figures with smoothed trend for time series (cases, testing, etc.) by province or health region. ~facet_wrap by location and filter by date should be available.

For counts, currently do /day. For rates, would have to think about scales. /100k/day? /million/week? Figure out something that works for most health regions.

Allow health region trends to be presented in groups.

Example for Ontario:

I.e., It should be possible to add components onto existing plots.

For example - cases per 100,000 plot. Add Canada, then add Ontario, then add Peel.

For example, if a % chance is rounded up to 10.0 (with a threshold of 10%), this is interpreted as no trend rather than trending upwards. One solution would be to generate the trend emoji based on the rounded value (interpreted as numeric) rather than the raw value prior to rounding.
