ODEE_Util - TransUpdate

Query for a list of TRNS to update with a given parameter (e.g. where clause) and for each TRNS record that matches:

1. optionally set TRNNAPOLXML and/or TRNNAPOLBLOB to null
2. optionally delete any related BCHS,RCPS,PUBS,TRNSD
3. write update to TRNSLOG if 1 or 2 were performed
