currently, we have a number of public repos, ie reports and ucla-capstone that are public but don't have full on docs sites. We should list here w/ a brief description of what it does

Whether or not a repo publishes a formal docs site, we should use this landing page as an index of the technical work Cal-ITP is performing.

We can pull in some basics for each repo:

• name
• description
• last updated
• language breakdown
• link to docs site (if available)
