Deprecation warning due to Node 16

Node 16 is now deprecated. Because of this, when using this action, you'll see warnings.

Please update the action to Node 20.

Add label does not work

Hi, thank you for creating the action, I was excited about using it, as it solves a particular problem I have. Unfortunately I am not able to make it work. The step for add label fails after listing all the env variables.

runner error: "failed because there were no enabled runners online to process the request for more than 1 days"

We're really enjoying this action! However, our remove-label github action is failing sometimes, like in:

publiclab/plots2#10138 & publiclab/plots2#10137

with the error message:

This request was automatically failed because there were no enabled runners online to process the request for more than 1 days.

We did a little research and don't see this error happening many other places. It's intermittent. Any ideas what could be going on? More info in publiclab/plots2#10151
