Twitter api quota limitation

Hi team, thanks for your efforts!

Because of the limitation of the Twitter API quota, I couldn't get the full dataset through the method provided in README. So I'm wondering if it's possible to get the dataset (even some samples) somehow?

IDs-CSV needs formatting

Hi,

"Column1,Column2,Column3,Column4,Column5,Column6,Column7,Column8" needs to be removed from the csv files, otherwise it breaks the code that fetches and formats the new csv with tweets

Tweepy v4 breaking changes

Tweepy introduced breaking changes in v4 that affect fetch-tweets.py. After looking at the changelog, a couple of changes should be made:

Remove wait_on_rate_limit_notify=True (line 51)
Change api.statuses_lookup for api.lookup_statuses (line 19).

Or simply updating the README with a specific version of tweepy (<v4) will work. I've submitted a pull request #4 if you prefer to go with the code changes.
