The current commands for histograms are fairly limited, one of which computes the histogram as part of a plot. This should be a separate function in the code.

Also, it appears that there is a bug in the NCL code for computing a histogram, as it doesn't produce the right counts at the start and end of the histogram.

The CSV module has an unused keyword argument and the variables content and data are inconsistent. Best to fix
