RPOS asks the camera to provide video in H264 format (PixelFormat=4). The Raspberry Pi camera can do this but USB cameras cannot do this. USB cameras usually return YUV or RGB images.

I have not tested this but in theory you can use V4LTools to capture from a USB camera, compress the video to H264 with libx264 and provide a virtual V4L2 camera which RPOS could use. I have not tried this but it looks like it could work.
