Blue light turns on automatically when Pi is first powered up.

I set up everything exactly the way as pictured in the Fritzing diagram. Then I power on the Raspberry Pi and just the blue LED (pin 7) lights up at, but only at about half brightness at first. Then once the Pi is completely booted up and is sitting at the log in prompt, the blue LED is at full brightness. Not sure why the blue LED is turning on at all, given that I haven't even run the program yet. I tried it on a different Pi (also a Pi Zero), and the same thing happened.
The purple LED (pin 25) also turns on automatically.
