The conda environment does not work

I tried using the environment.yaml file on windows 10, but it did not work.
I was receiving multiple issues with the packages.
It seems there are bad dependencies.

Server down for dialogue_act_annotator.py

Hi I get the following error message when trying out dialogue_act_annotator.py.
The given LINK might be broken if the server is down - so try again or contact author
Will it get fixed?
