Feature request: please add decoding of "static voyage data"

Thanks for the decoder! I am using it on my sailboat, on a PI3.

My use case: I am attempting to build a "friends or foes nearby" display, where the PI searches the AIS stream for vessels defined as friends, from possibly many moons ago. Currently I am parsing for their MMSI, but would like to display the boat names.

With that, I would be interested to decode some 'static' data like the Vessel's name. I believe that would be in message type 4 and/or 5.

Interesting node... maybe...
Any thoughts on where you may get such a feed of data from ? Is it only from certain receivers ? or online feed ? or ... some more info in the readme would be appreciated. (as indeed examples of the output format)
