while the peer announced via DM that s/he set lnd.conf to max-commit-fee-rate-anchors=100

So we have a bunch of numbers floating around, can we have a discussion to consolidate how LND actually calculates the ceiling? Is the calculation correct and if not, how would the right method look like?
