wrong speeds (?)

I don't know if it's me doing something wrong or if there's an issue in the program? I didn't find anything wrong with the code afaik.

Anyhow here's my problem, running on Dell PowerEdge R710 with dual Xeon X5560

What I know: The .jar is running and it is doing it's job, the fan speeds went down from abt 6000 to 3360. However, based on following config and temps (which average out to 27ยฐC), shouldn't the fans be running at speeds even lower than that (in this case, 9% which should be abt 1080)?
