Incorrect Modulation

I've used MicroRDS with my edits quite long with a small error, all rds was going to the pilot tone, so i played the rds at pilot and the rds just harmonized? to 57 with some going to also 38 khz, i thought it was my crappy transmitter but no, i've decided to try MiniRDS, it didn't have this problem, both programs are libao with the exact same config, so if transmitting at 57 khz most of rds goes to 19, however when transmitting at 19 khz most it goes to 57 with similar volume, just with a smaller carrier wave (my tx is crappy so i get a harmized pilot tone at 38 and 57), will this get fixed?
