Could you build the ARM JSON using "az bicep build" with main.json?

I believe that's what azd is basically doing behind the scenes, when it does the provisioning.

As for the preprovision and postprovision hooks, I'm not sure how you'd make those work in an ARM only world. We'd love if we could do all of that in ARM, but we're limited by the current features of the Graph Bicep provider. Perhaps you could run them as deployment scripts? You might have to port them to Powershell, as I don't think you can run Python deployment scripts.
