Issue when rebuilding VS Dev Container about azure-search-openai-demo

See a fix in #1752 - removing the powershell feature fixes it.

bump this one - I'm getting this out of nowhere starting today. Everything was great yesterday and, with no changes, this cropped up on a clean build this morning.

I tested the docker setup by spinning up simple containers and it's all good.

edit: I had to make modifications to the devcontainer.json definition for some reason. I ended up creating a new, basic devcontainer definition and everything seems to still work:

I saw this failure in our Codespace pre-build CI as well. I'll try to replicate.
