When the user submits a question, focus moves to the input field and the page scrolls to that location. On smaller devices, this scrolls the page a bit too much, hiding the question and the spinner.

While the spinner is still running, it may be better to simply scroll to the question? Or not scroll at all, and only scroll and focus when the answer is displayed...

Focus is moved to the input field right after the user submits a question. Instead the scroll may need to move to the bottom of the user question, and then when the response is displayed, scroll down more and move the focus.
PS: scroll mechanism may not be needed if focus is applied.
