bump command is updating package-lock v2 inconsistently
For nodejs 14+ generated app package-lock.json, the version is at two places within the file in "lockfileVersion": 2.
Observed - Using the npm run bump updates the package-lock.json for the top level version but does not update the version under packages.
Expected - App version should be updated at both places within package-lock.json.
