Fix several files for supporting CaC content 0.1.59.

Utility to convert existing openscap centos content to support rocky linux

During anaconda, there is not displayed "pre-configure" contents in the profile.

We fail to compile xml files when we use our contents for CaC 0.1.57. So we need to fix several issues for supporting CaC 0.1.57.

For preparing to merge contents for Rocky8 in ComplianceAsCode mainstream, we want to create contents/rocky8.

I checked ComplianceAsCode built files with CentOS8(modified /etc/os-release, /etc/system-release-cpe to rocky8), I found installed_OS_is_rocky8.xml(which modified from installed_OS_is_rhel8.xml) is not working properly with oscap such as;

oscap xccdf eval --profile standard --report ssg-rocky8-ds.html ssg-rocky8-ds-1.2.xml

I modifed it from installed_OS_is_centos8.xml, then oscap, then it works fine.

Fix several files for supporting ComplianceAsCode 0.1.54.

I found that the "VERSION_ID" in /etc/os-release caused the problem. It is "8.4" on Rocky 8.4, but it is "8" on Rocky 8.3. Then result of ds.xml file doesn't work proper on Rocky 8.4.
