Classic/GCN D-Pad incorrectly displaying inputs for 2 frames instead of 1

The D-Pad displays all of its 4 directional inputs as being held for 2 frames instead of 1. I found this by looking at RF Acid's 1:51.121 TF time which used rapid fire, and the D-Pad was held for the duration of the wheelies instead of flickering 30 times per second. The rapid fire on the B button is displayed correctly, and the problem doesn't exist with Nunchuck.
