Use a config file

Read from a config file on disk when starting a Bossphorus process to determine its cache stack, auth rules, etc.

Establish "terminal" mode vs "forward" mode

Bossphorus can either act as a database "terminal" — requests are either satisfied or dropped — or a "proxy" for downstream bosslikes (other bossphorus or a cloud bossdb).

We need to figure out how best to represent that. I think it could live in the StorageManager, and be enabled via the config file?
