This will be the repo for texts and code related to The Statutes Project:

It currently contains seven folders, containing the OCR of different series of collections of English/Welsh, British, Irish and U.K. statutes. The text has been OCR'd, using Abbyy FineReader 12, and is in the process of being run through word checking and normalizing software. Check the folders and the changelogs for more detail and current status.

You had some luck in getting Google to release some published collections of primary legislation:-

There is a specific volume for 1964, which contains an item I wanted to transcribe at English Wikisource as it's the version of the Traffic Signs Regulations and General Directions ( S.I. 1964/1857) which implemented the recommendation of the Worboys report. It's an item of secondary legislation not yet present on legislation.gov.uk.

Ruffhead - Runnington's Edition?

Thanks to a little searching, I found there were some additional volumes of Ruffhead continued to 1786 (25Geo3).

There as in 1786 a new edition by Runnington which was extended to c. 1800

Is it possible for your OCR software to recognise the archaic Long S - ſ

At the moment, it is being mistaken for the letter f
