Is this really worth doing? I mean the idea of blurring was that you wouldn't inadvertently see the name of the country while reviewing. If you need to zoom in to see it, you're making a deliberate choice to cheat, aren't you?

I was thinking more something like "the learner is interested in the details of the flag β e.g. what are these plants β in case they jog their memory" and they zoom in, inadvertently seeing the name. However, the flag of the Dominican Republic is pretty characteristic anyway (it's not like El Salvador vs. Nicaragua), so one shouldn't need to rely on details.
OTOH it's also possible to see the text if somebody has very atypical default zoom (e.g. "user interface size" β³ 200% in Anki for the Dominican Republic).

Overall: not sure. :) (Feel free to close.)
