Students aren't proactive enough to request feedback in time

I don't really have time to give feedback on everything, but we probably should. It's a chance for them to learn, and a more equitable way for them to get better at writing. Perhaps instead of getting feedback from TA and I, perhaps just TA, or just force crowdsourcing to peers, or schedule when drafts are due so TA can budget time.
