Problem:

Installing packages under $pkgroot fails if "pkg" cannot lock the user or groups files. Discovered when loading custom install image with mongodb. Need to find a way to save (worst case is drop) the created user and groups needed by installed programs.

Example:

my $pkgroot = "/tmp/bsd_iso_pkgs/";   
`pkg install -r $pkgroot mongodb`

Packmule does not provide the user an opportunity to add an installerconfig to the installation image. This is not a hard problem to remedy. As of now, all software is placed in $pkgroot but an installerconfig should be present in $workroot. A YAML tag and appropriate copy statement need to be implemented.
