[ENH]: Covariance of long pulse lags

Currently, the variance of the long pulse lags does not properly include the covariance of lags that are summed together. Instead, it assumes that all summed lags are independent samples.

[ENH]: Improve Alternating Code Variance Estimates

Currently, the variance for the alternating code lag products is a worst-case estimate. A better estimate of the variance would use the electron density profile to calculate the self-clutter contribution to the variance for each lag product.
